Mop dressers are used for combing the surface of a new mop or buff to produce a soft down-like surface.
Also used for cleaning mops to remove surplus compound and to ensure true running. Raking over the mop helps to get rid of excess compound to avoid solid residue scratching.

If you are getting black smears on the metal you may have too much compound building up. Likewise if you are getting scratches, a mop dresser will help to break up the excess compound which can cause these scratches. Often raking your mops will improve these problems, though its good to get in the habit of raking mops often and also using less compound.
There are a lot of DIY versions of a mop rake, but this is a good sturdy and safe option.
